» From Mere 'Local-Level Development' to 'Local Economic Development':
Local level development (or Panchayathi raj in India) has gained much currency. But how to address the problem of decentralization in a context of globalization?. This thorny issue has been the concern of the Policy Integration Department of the ISED. The institute joined hands with the International Labour Organization and the State Bank of Travancore in order to identify viable models of local economic development. The preliminary work of the Institute at Kottuvally Panchayath in Ernakulam district, kerala, has kindled some interest. The Pachayath Committee has come forward to identify local economic development potential through revitalization local crafts. Women?s role as entrepreneurs has been a much debated area since the celebration of the International Women?s decade. In India, all ministries of the Union Government and the states now have a gender segregated budget and programmes. However, several studies have shown that many of these programmes and the associated budgetary allocations do not serve the intended purpose in a desirable manner. The ISED project which looks into this aspect is in the process of outlining appropriate institutional structures, which ensure a transparent mechanism which is sustainable.
» Approach Paper on Development of Small Enterprises in Kerala released

The Kerala  model of development has been well documented in development literature. A characteristic feature of the model is the lopsided development of the Kerala economy. While there has been a tautological thrust on industrial development, and more specifically, small industry, the policy approach is often vague. This study  outlines an approach to Kerala?s small  enterprise development, against the backdrop of the policy thrusts at the national level.
ISED brought out a comprehensive Approach Paper in this context. The document was formally released by Dr S.P.Gupta, Member ,Planning Commission, on August 10,2001.
