Annual Small Enterprise Lecture

Annual Small Enterprise Lecture is a flagship program of ISED that brings to light the latest global practices and developments on SMEs. The program seeks to focus on a particular focal theme of the year, to be piloted by a global expert. The Annual Lecture is regularly brought out in the publication series of ISED.

Consultative Group on Unorganized Sector at the Prime Minister’s Office

A Consultative Group of experts on Unorganized Enterprises was constituted at the Office of the Prime Minister in June 2002. The Group, chaired by Dr. Pradipto Ghosh, had 12 members. As a member of the Group, ISED was represented by its Director P.M. Mathew. The report of the Group made several recommendations relating to sustainable development and productivity enhancement in the unorganized sector.

Department of Women and Child Development- Employment Project

The changing patterns of women employment opportunities in the industrial sector has been a matter of debates and concern in India. Against this background, the Department of Women and Child Development at the Ministry of Human Recourse Development, Government of India, requested the Institute to initiate a study on the changing patterns of women employment in the small industry sector in Kerala. Dr. Praveen Visaria Committee

The Ministry of Statistics and Program Implementation, Government of India, appointed ISED as Member of the National Committee on Unorganized Manufacturing in 2002. The Committee, under the chairmanship of noted economist Dr. Praveen Visaria, evolved a framework and strategy for estimating the 56th Round of the National Sample Survey Organization (NSSO).

Dr. S.P. Gupta Committee

At the instance of the Prime Minister, Dr. S.P. Gupta, noted economist and Member, Planning Commission, was appointed as the Chairman of the Commission’s first expert Committee on Small Industry Policy. ISED was appointed as Expert Member of the 12 member team, including Government departments, promotional agencies, financial institutions and policy experts. The Committee came out with its recommendations on policy, finance, legal framework and marketing. The Micro, Small & Medium Enterprises Development Act 2006, and the setting up of the Credit Guarantee Trust Fund for Micro and Small Enterprises in 2007, were on lines of the recommendations of the Committee.

DSIR Project on Rural Entrepreneurship

The Department of Scientific and Industrial Research (DSIR), under the Ministry of Science and Technology, Government of India, initiated a program on Rural Entrepreneurship Development, with focus on S & T inputs.  A Consultative Group was constituted, in which ISED also was represented. ISED recommendations on this subject have, subsequently, come out as an ISED Discussion Paper.

Eleventh Five Year Plan Conference

ISED, jointly with the Planning Commission, and the Ministry of SSI and ARI, organised a National Policy Conference on the framework of the Eleventh Five Year Plan. The Conference held at Trivandrum had several policy institutions and financial institutions of the country as its partners. The Conference came out with some major recommendations, which were submitted to the Prime Minister, Planning Commission, and the Ministry of MSME.

Energy Conservation Program: Indo-Norwegian Project

The cost of energy is a significant factor influencing the productivity of marine fishing units. Under a bi-lateral program between India and Norway, a project was initiated in order to estimate the energy cost of marine fishing units on the South-west coast of India, and to evolve strategies for cost minimization. ISED partnered with the Central Institute of Fisheries and Nautical Engineering Training (CIFNET) and Marintek, Norway, on this project. The analytical framework for the Economics of this study was designed and carried out by the Institute.

Evaluation Study on Coconut Rejuvenation Program of the Coconut Development Board

Coconut Development Board has been implementing a ‘Replanting and Rejuvenation Program’ meant for improving the plantation system in the Country. A pilot project on this was initiated in 2010, in the districts of Trissur and Kollam that have completed its tenure in 2017.  Against the Board’s plan for broadening the program on a Pan-Kerala basis, the services of ISED were requested in order to carry out an interim evaluation of the project. The recommendations of ISED relating to the future course of the project have been carried by the CDB Report.

Financial Inclusion National Conclave

Despite the enhanced flow of institutional credit into the small industry sector over time, and consistent efforts by the Government of India and the Reserve Bank of India relating to the subject, such flow of credit remains significantly polarized, against the interest of marginalized sections of society. In support of the national Initiatives on Financial Inclusion, the Reserve Bank of India and ISED joined together to organize a National Conclave on Financial Inclusion at Cochin, with the active participation of various financial institutions and promotional agencies. The event was inaugurated by the Deputy Governor, Reserve Bank of India.

India MSME Communication Program

This is a flagship program of the Institute with its humble beginnings in a National Reporting Series on MSMEs, the India MSME Report Series. IMCP has grown over time in relation to its scope and coverage. The project has two components: 1) ‘India MSME Report’ Series; 2) ‘India MSME Darshan’ Series.

This includes, among others, Mumbai, Delhi, Calcutta, Chennai, Guwahati, Lucknow, Kanpur, Jaipur, Jodhpur, Ahmadabad, Surat, Pune, Bhopal, Indore, Hyderabad, Madurai, Coimbatore, Cochin and Trivandrum.
India MSME Report for the year was released at Cochin by Dr. K.C. Chakraborty, Deputy Governor, Reserve Bank of India. ‘Darshan’ events took place at 21 centres of the country this year

ISED Book Launch-Finance for SMEs in India

Following the national seminar on credit flow to small enterprises in India organized jointly by ISED and the Reserve Bank of India, ISED published an edited volume containing selected papers. The book entitled ‘Finance for Small Enterprises in India’, was published by the ISED Small Enterprise Observatory. The volume was formally released at an event, organized jointly by ISED and Maharajas College Ernakulam.

ISED FAPCCI MSME Conference

ISED and the Federation of Andhra Pradesh Chamber of Commerce and Industry, jointly with the Department of Industries and Commerce, Govt. of Andhra Pradesh, organized a Meet on ‘MSMEs in Andhra Pradesh’. The program was under the India MSME Darshan Series, and as such the focal theme of the Meet was based on the findings and recommendations of the India MSME Report.

ISED Planning Commission

In connection with the preparations for the Twelfth Five Year plan, Planning Commission New Delhi appointed ISED as a member of the Task Force in this connection. The Institute was responsible for preparing the report on Special Areas and Groups under Micro, Small and Medium Enterprises growth.

ISED-AIAI MSME Meet, World Trade Centre, Mumbai

Jointly initiated by ISED and the All-India Association of Industries (AIAI), the MSME Meet was held at the World Trade Centre, Mumbai. The Meet was inaugurated by Mr. S. S. Mundra, Deputy Governor, Reserve Bank of India. The landmark of the Meet was the release of the ‘India MSME Report’. The Meet was notable for the participation of various State governments, Ministries of the Govt. of India, diplomatic missions and international organizations.

ISED-CODISSIA MSME Conference

ISED and the Coimbatore District Small Industries Association (CODISSIA), jointly with the department of industries and commerce, govt. of Tamil Nadu, organized a meet on ‘MSMEs in Tamil Nadu’. The program was under the India MSME Darshan Series, and as such the focal theme of the Meet was based on the findings and recommendations of the India MSME Report.

ISED-FICCI MSME Conference

Federation of Indian Chambers of Commerce & Industry (FICCI), the premier business apex body of the country and ISED, along with the ILO, joined together at a national meet at New Delhi. While the event was hosted by FICCI, ISED as the Knowledge Partner provided the content and the background document. The participants included union ministers, regional director ILO, members of parliament, and top officials of the ministry of MSME. The deliberations of the Meet were based on the ISED Theme document, ‘Improving Ease of Doing Business for MSMEs: A Review of Union and State Initiatives in India’.

ISED-Ministry of MSME Project on Intellectual Property Rights

Intellectual Property Rights in the MSME sector has become a significant issue following the more recent changes in the international trade regime. Cane and Bamboo as a highly environment-sensitive sub-sector is a good example where the IPR implications are significant. The Ministry of SSI & ARI requested the services of ISED for undertaking a comprehensive assessment of the IPR implications and concerns of the Cane and Bamboo sub-sector.

ISED-Ministry of Women and Child Development Project on Finance

Finance for enterprise development is a critical problem among women entrepreneurial initiatives in India. While this problem has its significant linkages with the problems of the real economy, ISED perceives enhancing the visibility of women entrepreneurship as a strategic solution, to be addressed in relation to a knowledge platform. The Ministry of Women and Child Development, Government of India, requested the services of ISED to develop the concept of a ‘Gender and Enterprise Observatory’ in operational terms. The project was initiated by the Institute and its report was submitted in June, 2015.

ISED-Planning Commission Voluntary Sector Conference

Following the recommendations of the ISED-Planning Commission Voluntary Sector Project, a National Policy Conference in the subject area was organized by the ISED, jointly with the Planning Commission. The event, inaugurated by Dr. (Mrs) Sayeda Hameed, Member, Planning Commission, witnessed the active participation of all relevant stake holders, such as the Ministry of Labour and Employment, Government of India, Ministry of MSME, UNICEF, Development Banks such as SIDBI and NABARD, and various departments and promotional agencies of the Government of Kerala.

ISED-Planning Commission Vypeen Project

The Planning Commission initiated a program of Village Studies in 2003. Meant for drawing lessons for planning and program implementation, these studies looked into the village level development problems in relation to their national and regional linkages. The Planning Commission and ISED joined together to make a comprehensive assessment of the problems and potential of Vypeen Islands in Ernakulam district. It is important to note that Vypeen has the largest density of population among island communities in Asia. 

ISED-RBI Financial Inclusion Conference

ISED, jointly with Reserve Bank of India, the ILO, and with the premier financial institutions of the country, organized a national conference on ‘Financial Inclusion in India’. The event was marked by the active participation of various stake holders. The Meet was inaugurated by Executive Director, Reserve Bank of India. The focus of the Conference was to highlight the role of finance as a critical instrument with a dual role of enterprise development and as a bridge of critical gaps in credit delivery.

ISED-Reserve Bank of India Conference on Credit Delivery

Against the significant concerns expressed by Industry Associations and State Governments, as also on the basis of several study groups and expert Committees relating to the credit delivery system, and more specifically the credit gap of small scale industries, ISED and the Reserve Bank of India joined together on a National Conference in the subject area. The event was inaugurated by Dr. A Vasudevan, Executive Director, Reserve Bank of India. The event was marked by the participation of top officials of the Planning Commission, Ministry of Small Scale Industry, Development Banks such as NABARD and SIDBI, and various public promotional agencies at the National and State levels.

ISED-Reserve Bank of India-'Conference on Recession and SMEs'

Against the background of the global recessionary trend of 2008-09, ISED, jointly with the Reserve Bank of India, organized a National Conference on ‘Recession: An Agenda for Micro, Small and Medium Enterprises’. The event, inaugurated by Ms. Usha Thorat, Deputy Governor, Reserve Bank of India, hit the headlines of the national media, in terms of its findings and recommendations. Export-Import Bank of India, Export Credit Guarantee Corporation, Development Banks like SIDBI and NABARD and various commercial banks, Ministry of MSME Government of India, and relevant departments of the State Government were among the distinguished participants

ISED-SDC Project on Industry Associations

ISED was invited as member of the national SDC Mission on Industry Associations. The purpose of the Mission was to identify India’s specific programs in the area of enterprise development, and according to the mandate of the Swiss Development Cooperation, and to make suggestions on strengthening these Association as agents of demand-driven services to SMEs.

ISED-UNIDO Project on Medicinal Bio-Technology

The United Nations Industrial Development Organization (UNIDO) requested the services of ISED to initiate a project on the Medicinal Bio-Technology sub-sector in India, in relation to the latest changes in the international trade regime. The project activities involved detailed industry studies in the States of Karnataka, Tamil Nadu, and Kerala. Based on the recommendations of the report, a National Bio-Technology Development Program was announced by the Office of the Development Commissioner (SSI), Government of India.

ISED-WCD project on 'Successful Women Entrepreneurship'

Showcasing success stories is the one of the best methods for sensitization and mentoring in the area of entrepreneurship development. As per the request of the Ministry of Women and Child Development, Govt. of India, ISED initiated a project on ‘Profiles of Successful Women Entrepreneurs’. The findings and recommendations of the study have come out as an ISED publication (see www.isedpublications.org)

ISED-WCD Project on Women Entrepreneurship

Women entrepreneurship, considering the social relevance of the subject, has not gained adequate policy attention. Against such premises, a study on ‘Women Entrepreneurship in Kerala’ was initiated by the Institute on behalf of the Department of Women and Child Development, Government of India. The Report has come out as an ISED publication.

KVIC-ISED Special Employment Program

The Khadi and Village Industries Commission (KVIC) has an ambitious program of enhancing employment opportunities in the Khadi and Village Industry sector, with District as the focal point. Accordingly, the KVIC initiated a ‘Special Employment Program’ in fifteen identified districts of the country. The Program involved design of district level plans and strategies by expert institutions for implementation by the district administrations.  ISED was responsible for the design of strategies for several districts such as Ramanathapuram, Tirichirapalli, Chandrapur, Kolar, Ernakulam, Kozhikode etc.

M.S. Swaminathan Foundation H.R. Development Program

ISED and the MS Swaminathan Research Foundation, Chennai, share several common areas of interest, relating to rural development and employment. At the invitation of the foundation, ISED extended its services for human resource development at the Foundation. This involved a series of capacity building sessions for field level functionaries of the Foundation.

Ministry of Non-Conventional Energy Sources Project

The Ministry of Non-Conventional Energy Sources, Government of India, since inception, has initiated several demonstration projects on renewable energy in the country. Since entrepreneurship in the sector is a weak spot, it was decided to initiate comprehensive studies and initiatives on this subject. The Ministry and ISED joined together to organize studies and a set of seminars in the subject area.

Ministry of Rural Development Sanitization Project

Sanitation and Drinking Water Supply are two critical Program areas of the Ministry of Rural Development, Government of India. The Ministry has a program of honouring the Local Self Government Institutions on the basis of their performance in the subject area. ISED was responsible for evaluating the performance of Panchayats in Tamil Nadu in the subject areas, as in 2014.

National Conference on Globalization of SMEs and IPR

The WTO negotiations, in relation to the various mandate area of this international trade forum has great potential implications for the prospects of industry and trade, including services. Intellectual Property Rights and their protection is a critical area in this context, having implications for the sustainability and growth of SMEs. ISED organized a Stake holder Meet on the subject, at Cochin, jointly with the Small Industries Development Bank of India.

National Consultation on MSME Legal Framework

A comprehensive legal framework for MSMEs has been articulated in India by several stake holders. Against the backdrop of the recommendations of the Dr. S.P. Gupta Committee, ISED and the Institute of Public Enterprise, Hyderabad, joined together on a National Consultation on MSME Law at Hyderabad on July 16, 2004.

National Consultative Group on Micro, Small and Medium Enterprises Development Act

The Committee on Development of Small Enterprises under the chairmanship of Dr. S. P. Gupta, Member, Planning Commission, came out with its recommendations on a common legal framework for micro, small and medium enterprises in the country. Following the recommendations of the Report of the Committee, a study on the framework of the proposed Act was constituted by the Government of India. A National Focus Group was subsequently constituted to evaluate and to make recommendations on this report. The Group included representatives of the Government of India, State Industries and Commerce Departments and legal experts. ISED served as an Expert Member of the Group.

National Project on Collective Approach to Poverty Alleviation

Swarna Jayanthi Gram Swarozgar Yojana (SGSY) is a flagship self-employment program of the Ministry of Rural Development, Government of India. At the operational level, the program has two critical components: 1) identification of suitable beneficiaries who can be supported under the program; and 2) training and support services. Several National Evaluations on programmes of the Ministry, from time to time, have shown inadequacies and wrong selection of beneficiaries. In this context the Ministry requested the services of ISED in order to evolve a comprehensive methodology for selection of beneficiaries. Based on its detailed studies, in the States of Uttar Pradesh, West Bengal and Kerala, recommendations on the subject were presented to the Government of India.

National Project on Employment in Garment Industry

The garment industry in India, as in many other countries, is characterized by its gender sensitivity of employment. On behalf of the Indian Council of Social Sciences Research (ICSSR), the Institute initiated a study on the subject and has come out with important recommendations.

National Project on Employment in Rural Industries

Declining employment in the Agro and Rural Industries sector is a major policy concern for the Government of India. The Office of the Development Commissioner (SSI) at the Ministry of SSI and ARI, Government of India, requested the services of the Institute to make a national assessment of the employment scene in rural industries. Observatory China Jubilee

Having completed two decades of its existence, the ISED Small Enterprise Observatory organized a Meet to celebrate the occasion. The Meet was addressed by experts from several organizations. Many of them has had the experience of long years of cooperation and networking with this knowledge hub. ISED Small Enterprise Observatory was set up in 1997 as a specialized knowledge hub of the Institute of Small Enterprises and Development.

One-Man Committee on MSME - Government of India

At the instance of the Prime Minister, a fresh look at MSME problems in the country was initiated by the Government in 2016. A One-Man Committee on the subject, under the chairmanship of Mr. Prabhat Kumar, former Governor, Jharkhand, as also Ex Cabinet Secretary to Government of India was set up. ISED was appointed by the Government of India as Institutional Associate for the Committee, with responsibilities of assisting the Chairman with necessary knowledge inputs and support for shaping its report.

Planning Commission Voluntary Sector Policy Project

Against the deliberations of the Eleventh Five Year Plan, Planning Commission, New Delhi, came out with a National Policy on the Voluntary Sector. On lines of the recommendations and the priorities of the Policy, the services of ISED were requested to map out the structure and performance of the Voluntary Sector in relation to enterprise development and entrepreneurship promotion. The report of the project that was released in May 2013, has been carried by the website of the Planning Commission / Niti Aayog.

Regional Advisory Group at NABARD

The National Bard for Agriculture and Rural Development re-constituted its Regional Advisory Group (RAG) in Oct 2018. The Institute was invited as an Expert member of the Group, considering its expertise relating to Non-Farm Sector and Finance. The purpose of the RAG is to review the state of Non-Farm Sector and Credit Delivery periodically, and to make recommendations to the NABARD Regional Office for its consideration.

Responsible Banking' Initiative

While finances for the micro, small and medium enterprises is a complex and sensitive issue, it has a cross cutting relationship with the ideas of sustainability. Hence, comes the relevance of ‘Responsible Banking’. ISED based on its long track relating to reporting and monitoring finance related issues in enterprise development has, of late, developed a research agenda on the subject. Following these early studies, a joint event was organized by the Institute in cooperation with the National Institute of Bank Management, Pune.

Rural Development – District Level Monitoring Project

The Ministry of Rural Development, Government of India, has a program of continuous evaluation of all its projects at the national level. Under the District level Monitoring Project, ISED was responsible for evaluating the various schemes of the Ministry in selected districts of Kerala and Tamil Nadu.

SME Association Development Program

The Swiss Agency for Development and Co-operation (SDC) of the Government of Switzerland requested the services of ISED under the ‘SME Association Development Program’ that was implemented in selected States in India. The Institute extended its services under the Program in relation to detailed studies on the performance and strategies of SME Associations in the States of Tamil Nadu, Karnataka, Andhra Pradesh and Kerala.

Standing Advisory Committee on SME Credit at the Reserve Bank of India

The Reserve Bank of India constituted the Standing Advisory Committee on SSI Credit Policy and Delivery Mechanisms. ISED was invited as an Expert Member of the Committee, based on its track record and expertise in the subject area. The Institute participated in several meetings of this High Power committee held at Reserve Bank of India, Mumbai.

Survey of Research on SMEs in India

The latest comprehensive Survey of economic research on Small Scale Industry in India dates back to 1975. This Survey initiated by K.K. Subrahmanian and S.P. Kashyap has become rather dated, requiring a fresh enquiry into the subject. ISED initiated another comprehensive survey on the subject, spanning the period 1947 – 1999, at the instance of the Indian Council of Social Sciences Research.
